+ Project Logistics

Location

  • The site for the asphalt paving material production facility is located at 5775 Airport Rd in Sedalia, CO, just west of the Highway 85 and Airport Road intersection.

Why does Douglas County need an Asphalt Paving Materials Facility (APM)?

  • Rapid growth, a larger built-out area, and increasing need to maintain it all require an increasing need for APM in the near- and long-term.
  • Douglas County tax revenues will be used to purchase asphalt. Currently, because there is insufficient production capacity in Douglas County, these tax revenues are being spent in other places. It would be better for Douglas County tax revenues to support Douglas County payrolls.

Zoning

  • The site is zoned GI – General Industrial and planned as an Industrial Node for this type of use in the Douglas County 2040 Comprehensive Plan.
  • The APM facility would provide for on-site consumption of recyclable materials already being produced in Douglas County, reducing length of truck trips.The immediate neighbors of the proposed use include a septic transfer service, concrete plant, construction companies, salvage yard, machine shops and fabricators.
  • Brannan has committed to intensively study and appropriate measures to address any site-specific concerns, including odor capture systems and dust and noise mitigation.

What are the safety measures?

  • Asphalt production is a highly regulated industry.
    • Air quality, water quality and waste are regulated by Environmental Protection Agency (EPA), Colorado Division of Public Health and the Environment (CDPHE) and Douglas County.
    • Water rights are strictly regulated by the Colorado Division of Water Resources.
    • Public safety and driver safety is strictly regulated by the Department of Transportation (DOT).
    • On site personnel safety is strictly regulated by the Occupational Safety and Health Administration (OSHA).


+ Air Quality

What technology does Brannan use to improve air quality?

  • Dust from the production is managed by several pieces of equipment: knockout box, baghouse, silotop air filters, and blue smoke control. The primary dust controller is the baghouse which filters air emitted from the production facility and recycles all dust that is captured. Regular sweeping of the site will further manage dust.

Ultra

  • Truck traffic trip budgets place a limit on the number of truck trips that can impact the local road network.

What are the air quality regulations?

  • Air quality is mitigated at or beyond industry standards and Federal/State laws/regulations at every point source - through burner testing and tuning, cleanest fuel use, control of fugitive dust, control of particulate matter (PM) from APM process, control of volatile organic compounds (VOCs) and odor at several key points.
  • Modeling exhibits compliance with strict CO Air Pollution laws and regulations and the National Ambient Air Quality Standards (NAAQS).
  • CDPHE odor regulation limits would have been met without additional odor control equipment.
  • Odor is controlled for the benefit of the public.


+ Noise

  • Extensive noise modeling has been performed to ensure that the APM facility is not causing disturbance to the community.
  • Noise modeling shows that the site will meet standards included in the Colorado Revised Statutes (C.R.S.) Industrial Noise Limits and adopted by Douglas County at the property boundary at all times.
  • Residential areas, being located well beyond the property boundary, will see minimal noise impacts.


+ Traffic

  • As part of this application, the Airport Road corridor and surrounding traffic system has been studied extensively. The completed traffic studies indicate that the APM facility is not the cause of future traffic congestion. A trip budget restricting the number of trucks that can access the site is proposed to limit the impact to the local road network.


+ Water

How will Brannan protect our water?

  • A drainage and detention pond system meeting Douglas County standards for volume and water quality has been constructed and installed.
  • Water quality is strictly regulated by the Environmental Protection Agency (EPA) and Colorado Division of Public Health and the Environment (CDPHE).
  • Water discharge is required to be sampled and reported to CDPHE and EPA, therefore risks and violations would be public information, and violations would be quickly pursued by CDPHE and the EPA.
  • Asphalt cement is highly viscous and quickly becomes solid at ambient temperatures. Therefore, it does not penetrate the ground or move over the distances that would be required to impact water quality.

What about water rights and availability?

  • Water use is strictly controlled by the Colorado Division of Water Resources.
  • Projected water use is within the quantities allotted by the well permit.
